Ukrainian Nationals
In response to the ongoing humanitarian crisis, Canada has implemented special immigration measures to support Ukrainian nationals affected by the conflict. These measures, falling under the Special Groups stream in Canada’s Work immigration category, aim to provide safety, stability, and employment opportunities to those displaced by war.
The Canada-Ukraine Authorization for Emergency Travel (CUAET), which was active until March 31, 2024, allowed Ukrainian citizens and their family members to come to Canada through a temporary visa pathway. While the CUAET stream is now closed to new applicants, Ukrainian nationals who previously entered under this initiative may still be eligible to apply for open work permits and explore permanent residence options.
Those already in Canada under CUAET may apply for:
- Open Work Permits: Valid for up to three years, allowing individuals to work for most Canadian employers without needing a Labour Market Impact Assessment (LMIA).
- Study Permits: For those pursuing education in Canada, especially minors accompanying family members.
- Extension of Stay: If a CUAET visa is expiring, individuals may apply to extend their stay under standard immigration streams or transition to permanent residence through economic or family class programs.
While new CUAET applications are no longer being accepted, Ukrainian nationals can still explore pathways under Canada’s regular immigration programs, such as Provincial Nominee Programs (PNPs), Express Entry, or family sponsorship. Special consideration continues to be extended to Ukrainian citizens in terms of processing priority and reduced documentation requirements in some cases.
These measures are part of Canada’s broader commitment to offering protection and opportunity to those affected by international conflict, while also strengthening the country’s labor force with skilled, adaptable individuals.
