Canada has introduced targeted immigration measures for recent graduates from Hong Kong who are looking to work and settle in Canada. Under the Special Groups category of Canada’s broader Work programs, these tailored pathways offer streamlined opportunities for those with Canadian education or relevant international credentials.

The Hong Kong Pathways were created in response to growing interest among Hong Kong residents in relocating to Canada and contributing their education and skills to the Canadian labor market. These measures are part of Canada’s broader commitment to humanitarian values, international cooperation, and talent attraction.

There are two key pathways for Hong Kong graduates:

1. Open Work Permit for Hong Kong Residents

Eligible applicants can apply for an open work permit of up to 3 years. To qualify, you must:

• Hold a valid Hong Kong passport or British National (Overseas) passport.
  
  
• Have completed a post-secondary diploma or degree within the last 10 years from a recognized institution in Canada or abroad.
  This work permit allows graduates to gain Canadian work experience across various industries, without the need for a job offer or Labour Market Impact Assessment (LMIA).
  
  

2. Permanent Residence Stream

Hong Kong residents who have gained at least one year of Canadian work experience in a TEER 0, 1, 2, or 3 occupation may be eligible for permanent residence. This pathway emphasizes integration through employment and Canadian experience, supporting a long-term stay in the country.

Graduates residing in Canada on a study or work permit may also transition to permanent residence through regular federal or provincial immigration programs. The Government of Canada continues to prioritize processing of these applications to ensure timely access to work opportunities.
