
Special Groups
Canada values the essential contributions that caregivers make to society by supporting children, seniors, and individuals with medical needs. Under the Special Groups category of the Work section, caregivers have access to unique work permit and immigration pathways that recognize their vital role in family and community well-being.
Caregivers can come to Canada through two primary pilot programs: the Home Child Care Provider Pilot and the Home Support Worker Pilot. These five-year programs provide a clear route to permanent residence for qualified individuals and their family members.
To qualify, applicants must have:
- A valid job offer from a Canadian employer outside of Quebec,
- At least one year of post-secondary education,
- Proof of language proficiency at a minimum of CLB 5 in English or French,
- Relevant work experience in caregiving (depending on the application stream).
One of the distinguishing features of these pilots is that they allow eligible candidates to apply for an occupation-restricted open work permit while they accumulate the two years of Canadian work experience required for permanent residency. This flexibility supports the transition from temporary worker to permanent resident without needing a Labour Market Impact Assessment (LMIA).
Applicants with 24 months of eligible Canadian work experience at the time of application can apply directly for permanent residence. Those without sufficient work experience may still be eligible by applying under the gaining-experience category and obtaining a work permit tied to caregiving.
Spouses and dependent children may also be eligible to accompany caregivers and apply for open work permits or study permits, further supporting family reunification goals.
Caregivers who are already in Canada may also qualify for bridging options or apply to change their status if they meet program requirements. These pathways are highly competitive and subject to annual caps, so early preparation is key.
