IRCC requires PSA-issued versions of:

  • Birth certificates
  • Marriage certificates
  • Death certificates (if applicable)

Officers may request originals printed on PSA security paper.

Late-Registered Birth Certificates

If PSA registered the birth more than one month after birth, IRCC requires extra identity proof, such as:

  • Baptismal certificate
  • Hospital birth record
  • School records
  • Old passports
  • Local Civil Registrar birth certificate

These help IRCC confirm identity when PSA records alone are incomplete.

Proving Marital Status

For Philippine passport holders, IRCC requires either:

  • CENOMAR, or
  • PSA Advisory on Marriages

Any inconsistencies (names, dates) must be explained in a notarized affidavit.

  • Filipino applicants must provide:

    • NBI Clearance
    • Police certificates from any country lived in for 6+ months since age 18

    NBI Clearance can be requested through a local office or a Philippine embassy/consulate.

  • Certified translation
  • Copy of the original document
  • Translator affidavit (if the translator is not certified)

After applying, IRCC will issue a Biometrics Instruction Letter.
Filipino applicants complete biometrics at:

  • Manila or
  • Cebu Visa Application Centres

Applicants abroad must complete biometrics in their country of residence.
