There are two streams that candidates may be eligible to apply to:
- Stream A: In-Canada Graduates
- Stream B: Canadian Work Experience
The objective of these measures is to provide a supportive and inclusive environment for individuals affected by the changes in Hong Kong, allowing them to build a new life in Canada. The programs aim to attract individuals with valuable skills, education, and work experience to contribute to Canada’s diverse and thriving communities.

STREAM A: IN-CANADA GRADUATES
STREAM B: CANADIAN WORK EXPERIENCE
LANGUAGE REQUIREMENT
INTENT TO LIVE OUTSIDE OF QUEBEC
STREAM A: IN-CANADA GRADUATES
To qualify for this category, a candidate must:
- Possess a valid passport that was issued by:
- Hong Kong Special Administrative Region of the People’s Republic of China
- United Kingdom to a British National (Overseas) born, naturalized, or registered in Hong Kong
- Be physically present in Canada both at the time of application and at the time of receiving permanent residence
- Hold valid temporary resident status in Canada
- Intend to reside in any province or territory in Canada, other than the province of Quebec
- Attain a level 5 score in all four language skills (reading, writing, listening, and speaking) in English or French on either the Canadian Language Benchmarks (CLB) or Niveaux de compétence linguistique canadiens (NCLC) scales
- Have graduated from a post-secondary designated learning institution in Canada within the three years before applying
- With either a diploma for a program lasting at least two years
- A degree (associate, bachelor’s, master’s, or doctoral)
- A graduate or post-graduate diploma or certificate for a program lasting at least one year, with at least half of it completed inside Canada
If you possess a graduate or post-graduate diploma or certificate, you must also have completed a post-secondary diploma or degree (from Canada or abroad) as a prerequisite for this graduate or post-graduate program. The prerequisite diploma or degree must have been completed within the five years preceding the commencement of your graduate or postgraduate program.
- Post Secondary Education
This is a requirement only for stream A.
You are required to submit the following documentation:
- A photocopy of your diploma or degree.
- Your official transcripts indicating successful completion.
These documents should verify that you have graduated:
- From a designated learning institution in Canada.
- Within the last three years.
If you possess a diploma or certificate from a graduate or post-graduate program, you must additionally provide:
- Evidence demonstrating that this program mandated a post-secondary diploma or degree as a prerequisite. This could include:
- A copy of the school’s website showcasing all prerequisites.
- A letter from the school outlining the necessary prerequisites.
- A photocopy of your post-secondary diploma or degree along with final transcripts, confirming graduation within the five years preceding the commencement of your graduate or post-graduate program.
STREAM B: CANADIAN WORK EXPERIENCE
To qualify for this category, the applicant meet the following criteria:
Possess a valid passport issued by one of the following:
Hong Kong Special Administrative Region of the People’s Republic of China
United Kingdom to a British National (Overseas) as a person born, naturalized, or registered in Hong Kong
Be physically present in Canada both when you apply and at the time of receiving permanent residence
Hold valid temporary resident status in Canada
Intend to reside in Canada, in any province or territory that is not Quebec
Attain a level 5 score in all four language skills (reading, writing, listening, and speaking) in English or French on either the Canadian Language Benchmarks (CLB) or Niveaux de compétence linguistique canadiens (NCLC) scales
Have worked in Canada for a minimum of 12 months on a full-time basis or an equivalent amount of part-time hours within the three years before the application.
To meet the hours of work requirement:
The candidate must have worked in Canada for at least 12 months on a full-time basis or an equivalent amount of part-time hours (at least 1,560 hours in total) in the three years preceding your application.
The hours worked must have been legally permitted, meaning you either held a valid work permit or were exempt from requiring one.
Hours spent as a full-time student, self-employed, working outside Canada, on leave from your job can’t be included in the calculation.
- Canadian Work Experience
You are required to substantiate each job listed in your application with supporting evidence. This may include:
- A formal letter from your employer, printed on company letterhead, containing:
- Your name.
- Your job title.
- The duration of your employment with the company.
- Weekly working hours.
- Your annual salary and any associated benefits.
- Company contact details (address, phone number, and email address).
- Supervisor’s name, title, and signature (or those of the company’s human resources officer).
- Copies of T4 tax information slips and notices of assessment issued to you by the Canada Revenue Agency.
- Records of employment copies.
- Pay stubs.
- Bank deposit copies reflecting salary payments.
LANGUAGE REQUIREMENT
The candidate must pass a language test in either English or French and have a level 5 of the Canadian Language Benchmark or the Niveaux de compétence linguistique canadiens (NCLC)
INTENT TO LIVE OUTSIDE OF QUEBEC
If your current residence is in Quebec, it is necessary to demonstrate your intention to reside in a province or territory other than Quebec.
To establish this intention, you can submit one or more of the following:
- A statutory declaration detailing your planned residence and the reasons behind it.
- Documents that illustrate any connections you may have to the specific province or territory (outside Quebec) where you intend to live, such as:
- Evidence of employment.
- Job offers.
- Records of job applications you’ve submitted.
- Scheduled job interviews.
- Proof of familial ties in the area.
- Lease agreements or mortgage documents.

The government processing fees for this program start from $1,085 and if you decide to retain us as your representative, some professional fees will be applicable.
Program Timeline
Create a Permanent Residence Online Application Portal
Gather all of the necessary documents in support of your application and follow the Instruction Guide [IMM 5067] for a smooth application process.
Fill out Digital and PDF forms
The PDF forms do not need to be signed and need to be uploaded with the online application. Also, upload one photo for each family member.
Biometrics, Fees, and Submission
When submitting your application, upload the documents, answer all the questions, sign the application, and include the processing fee receipts.
Once your application is approved
The applicant is required to pay right of permanent residence fee alongside confirming the mailing address.
